  2. What archival formats will be used?   What metadata formats?

  3. What systems should be chosen?  What industry standards should be applied?

  4. Does the organization have the resources and know-how to create and maintain the archive?

  5. Can the archive be transferred to a successor, if needed, in the future?

  6. What are the long-term effects of decisions that need to be made today?

  7. How much will it cost to implement, migrate and operate the archives?

  1. Defining purpose and mission of the archive

  2. Creating rules and standards for technology, governance amd processes.  These will be based on widely-accepted industry standards.

  3. Quantify costs and benefits, including potential revenue streams, and the cost of taking no action.

  4. Assess digital rights, and create processes that protect the legal position of the archive owners as well as content owners

  5. Analyze and document requirements: Map workflows, data migration, future assets and support; interoperability with content management and creative systems,

  6. Plan the solution strategy, including software and hardware platforms, storage, migration pathways, user interfaces.

  7. Produce RFI/RFP:  Clearly state functions, platforms and services required

  8. Select and manage vendors and monitor results.
